IT organizations in both the public and private sectors are under increasing pressures to respond to dynamic business needs in delivering improved service on demand, and with improved efficiencies. Cloud computing has emerged as a cost effective way to rapidly respond to these challenges. Lead times to bring new services online can go from months to minutes. New virtual machines can be provisioned with targeted sets of applications almost as fast as a credit card can be swiped.

Service providers are making it easier to create complex environments with orchestration and cloud management tools that support ‘templates’. Libraries with hundreds of pre-defined templates are provided by some vendors with the ability to customize to meet specific business needs.

The cloud service providers are starting to get it. It is a complex task to actually stand up a virtual environment. Templates do make it easier, in some cases too easy to create virtual environments optimized for needs. Hundreds of ‘optimized’ VMs stand at the ready. But like in a gold rush town there comes a point where everybody doing their own thing is no longer acceptable. A sheriff needs to be appointed to establish some law and order.

Today we call this law and order 'governance': establishing the rules under which we all operate.
